BestPractices

I put this in UBIF for want of a better place, but it is cross cutting. TDWG needs to develop some Best Practices for schema definition to promote ease of comparison of schemas. My first candidate would be to always have a document telling WhatIsNotConstrained. Best Practices suggestions:
