1. Introduction

This document serves as a guide through the implementation process and will include details on the deliverables for implementation, the tools they will be created with, and resources required to create them.

2. Web Site

GISIN will host:
- Directory of sources, cachers, and portals, and data commons
- Test library
- Possibly a portal

3. Provider Toolkit

1. - Vocabulary Analysis Matrix Tool

Jim will develop the documentation, toolkit, and test platform on machine he has access to in Colorado.  After release these elements will be moved to another server (TBD) and be mirrored.

4. Testing

4.1 Turn-on testing

Initial testing of the system will be performed by Brian Steves, Shawn Dalton, and Jim Graham.

4.2 Beta testing
